Say the ratio out loud before you open Reasoning — recalling it unprompted is exactly what the exam pays for.
Why it matters
Almost every question on the Minimum Wages Act begins with its object, and a weak answer states the object as a platitude — that it helps the poor worker. Unichoyi replaces the platitude with a legal proposition that decides cases: the Act exists to prevent exploitation of labour, and because exploitation is what it is aimed at, the employer's capacity to pay is not a relevant consideration when a minimum rate is prescribed.
That single sentence disposes of the commonest defence an employer raises in a problem question — that the notified rate will ruin him. It also explains why minimum wage fixation is treated as a floor rather than as a negotiated figure, and why freedom of contract gives way to it (the constitutional half of that argument being Bijay Cotton Mills, chapter 02).
Facts
This course states the case for the proposition it settles about the philosophy and scope of the Minimum Wages Act. It records that the Supreme Court was concerned with the fixation of minimum rates of wages in a scheduled employment under the Act, and no further facts are established for this paper. Do not supply facts for it from elsewhere — the value of the decision here lies entirely in the Court's statement of the Act's purpose and in the consequence it drew from that purpose.
Held
The Court explained the Act as a statute intended "to prevent exploitation of labour and for that purpose empowers the appropriate Government to take steps to prescribe minimum rates of wages in the scheduled industries". It reasoned from the condition of the Indian labour market: in an economy with widespread unemployment "it is not unlikely that labour may offer to work even on starvation wages". From that it drew the operative consequence — "in prescribing the minimum rates, the capacity of the employer need not to be considered".
Reasoning
The steps are worth learning as a method, because the same three moves answer several questions on this module.
First, identify the mischief. The mischief is not underpayment as such but exploitation — a wage extracted from a worker who has no real power to refuse it.
Second, ask why ordinary contract law cannot cure it. A wage bargain is in form a free agreement. But where unemployment is general, the worker's consent is worth very little, because he may accept starvation wages rather than no wages at all. A freely agreed wage is therefore no evidence that the wage is fair.
Third, draw the consequence for the fixing exercise. If the whole point is to set a floor below which no worker may be driven, that floor cannot be lowered to suit the weakest employer. An industry that cannot pay the minimum has no right to employ labour at less. Hence the capacity of the employer is not a consideration in prescribing minimum rates.
Notice that the argument is about the minimum rate and nothing else. It says nothing about fair wages or living wages, where capacity to pay is a legitimate factor. Keeping that boundary clear is what separates a strong answer from a slogan.
Exam use
This is the opening authority for every question on the object, scope or philosophy of the Minimum Wages Act. Open with the Court's description of the Act as directed against exploitation, add the starvation-wages reasoning as the justification, and close with the capacity-to-pay proposition as the practical result.
It disposes of the employer's plea that a notified rate is unaffordable, and of the argument that a wage freely agreed by the worker is for that reason lawful.
It does not decide the constitutional validity of section 3 — that is Bijay Cotton Mills, and an answer on validity needs Articles 19(1)(g), 19(6) and 43, not Unichoyi. It does not decide the procedure for fixation under section 5, nor the machinery for revising or adding to the Schedule under section 27. And it does not touch the Payment of Wages Act at all: Unichoyi is about how much, never about when or in what form.
A name trap worth remembering. The case is Unichoyi. Study notes in circulation for this paper corrupt it into forms such as India Unicoi; an examiner who knows the case will read the corrupted name as a sign the student has never seen it.
