Political Science I exam question: A newly independent country adopts

The question (6 marks)

A newly independent country adopts a constitution which distributes legislative power between a central legislature and provincial legislatures, and in the same year accedes to a treaty organisation whose decisions bind its members. Two propositions are then advanced in its press: first, that the constitution has divided the country's sovereignty between two levels of government; second, that by acceding to the treaty organisation the country has surrendered its external sovereignty. Take a position on each proposition and defend it. (6 marks)

How an answer is marked

A full-marks answer names the issue in one line, states the rule with its section, cites the authority, applies it to these facts and concludes — in that order. The app's model answer for this question is written in exactly that shape, with a checklist to mark your own attempt against.
